Step 3 — Customer-facing layer
in rolloutThe engine exists in code — deny-by-default, tested — but it isn't connected to live customer channels yet. When it goes live, it will be labelled live.
Step 4 — One operating system across every company

The commitment underneath it: a build-log entry every week — if a week is missed, the log says why — and, each quarter, a said→did score against the plan. Nothing on the plan gets quietly deleted; corrections are logged.
